Release on the Static Dielectric Constant of Ordinary Water Substance for Temperatures from 238 K to 873 K and Pressures up to 1000 MPa

This formulation is recommended for the calculation of the static dielectric constant of ordinary water as a function of temperature and density up to 873 K and 1000 MPa. It is valid in the stable fluid range up to these limits, and also provides estimates for the supercooled liquid down to 238 K.
The development of the formulation and comparisons to available data are described in detail in a scientific article.
