All IAPWS documents say on the cover page:
Publication in whole or in part is allowed in all countries provided that attribution is given to the International Association for the Properties of Water and Steam.
Therefore, no special permission is needed to, for example, use a figure from an IAPWS document in a publication, provided that the IAPWS source of the material is clearly acknowledged.
